Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.

OOC: If this passes, then we should still retain the set term lengths that we discussed before. This law would change the cycle to, for example, 4100-4104-4108-4112 etc. However, like previously, if snap elections are held in, for example, 4106, then the next election after that will still take place in 4108, to maintain the aforementioned cycle.

This would also in practice shorten upper house members' terms from 10 to a more realistic 8 years, provided staggered elections are introduced.

The relatively lengthy 5-year terms were introduced to keep opposition to the one-party state at bay for as long as possible; now that the regime is gone, and the opposition is already in power, there's no problem with reducing the terms (unless you want to keep the 5-year ones, of course).
