Preamble:- Recognizing that increased productivity in our agricultural sector is needed as our country/economy moves closer to increasing our industrial output, as history has taught up, an increasing population, causes increase demands. And through increased Agricultural productivity we can at least meet one of the demands. Section 1:- Land Reforms In-order to assist in increasing agricultural productivity, land reform must be paved, as such it is proposed that farms that exceed the current government standard for farm size (i.e. 1,500 acres), are to be broken up and the land redistributed (By redistributed this implies that the surplus land is to be sold to farmer waiting to obtain land from the government to establish farms) under the regulation of the National Land Registry and Reclamation Office. Section 2:- The establishment of farmer based credit union As it has come to our attention that many farmers are either not able to establish a proper financial standing as much of them are afraid of being caught in the tentacles of corrupt moneylenders. In-order to build a platform of assurance of government assistance to farmers, it is proposed, the formation of the Farmers Credit Union. Which will act as the basis of financial cooperation between farmers and subsequently the state. Section 3:- Proper marketing support Seeing that in-order for a farmers work to be efficient and effective, he/she must release his/her produce to the market at a reasonable cost. It is proposed that price policy be implemented by which the government will either subside the agricultural market or intervene in the event of a financial situation which the agricultural market cannot solve on its own. Section 4:- Establishment of "green zones". Recognizing at times, agriculture and industry clash on the field. In order to prevent such issues as the past has shown us, the effect of non-green based industry's effect when in close proximity to agriculture, it is proposed, the establishment of "Green Zones" within dense agricultural areas (i.e. sub-Fylke, which are known for having dense agricultural areas) as a means of curbing the effect of industrialization on agricultural operations. For industry this means that industrial complexes, whose emissions are reported and confirmed to be having a detrimental effect on agricultural areas, will be fined up to $1.1 Million Krona. Section 5:- Implementation of Population Density Reduction As we know, that in our country, majority of population depends on agriculture to earn their both ends meet. This increases the pressure of population on land which leads to subdivision and fragmentation of land holdings. Therefore, proper climate should be generated to encourage the farm people to start employment in subsidiary occupations. It will help to reduce the population pressure on land. Surplus labour should be withdrawn from agriculture sector and be absorbed in non-agricultural sector. |
