This bill proposes the receivership of failing industries dubbed 'vital' by the Ministry of Trade and Industry. Failed industries will go through a process of rehabilitation: bankruptcy, government receivership, reorganization, and released again as a publicly traded company. The government shall continue to possess 30% of all shares in the company. Profits will go to repay government reorganization expenses and added to government surplus. Shares shall be sold on the market at any time following rehabilitation of the company and at any time the government deems it necessary. This bill gives stability to industry, keeps our most important companies from foreign acquisition or failure, and long term provides the government with a steady revenue from partial ownership. |
