Old value:: The government fully subsidizes tuition.
Current: The government subsidizes tuition only for students from families classified as low-income or poor.
Proposed: The government does not subsidize tuition, students must pay for higher education themselves. This does not include scholarship programs.
Article 2
Proposal[?] to change Government funding for private schools.
Old value:: The funding of private schools is the responsibility of local governments.
Current: Government funding for private schools applies only to charter and religious schools.
Proposed: Private educational institutions receive no government funding whatsoever.
