| The following set of proposals involve six areas that have been regulated by Parliament that will now be regulated by Zhou- and municipal-level government. These areas were chosen because they do not deal substantially with taxation, foreign or military affairs, or civil liberties, and may benefit from local decision-making. |

Old value:: All sports clubs are government owned and run.
Current: The government funds some sports clubs side-by-side with private ones.
Proposed: Local governments decide the funding policy of sports clubs.
Article 2
Proposal[?] to change The government's policy towards fireworks.
Old value:: The sale of fireworks is unregulated, anyone may buy them.
Current: Only adults are allowed to purchase fireworks
Proposed: Local governments determine fireworks laws.
Article 3
Proposal[?] to change Policy concerning industrial hemp.
Old value:: Industrial hemp is illegal.
Current: Only regulated agribusinesses may produce industrial hemp.
Proposed: Industrial hemp regulations are left up to local governments.

Old value:: Only zoos or zoological institutions are allowed to keep exotic animals.
Current: Only zoos or zoological institutions are allowed to keep exotic animals.

Old value:: Hunting and fishing activities are restricted to designated areas and periods.
