| This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline In the context of the Baltusian Constitutional Reform, Baltusia's Constitutional Reform Committee (BCRC) proposes the next amendment on the regional symbols and good functioning of the institutions and local government of each State of Baltusia. Then: Article 1: Baltusia is divided within 5 "States", all of them are governed by its own "Governor", but must abide completely by all the decisions taken by the National Government. The Governor will be chosen by The People, through Popular Vote. This will be voted the same day the country votes for the National Government. (OOC: The Governor will be managed by the Party that got most votes in each State). Article 1 bis: If a Governor resigns, the Party of the original Governor must appoint a new one. But if the Governor resigns before taking office, the position will be taken by the second majority in the regional elections. Article 2: The Governor will have as its primary function to oversee the good functioning of all the Institutions in the State, as well as managing everything our Legislation states as their obligation, these laws will explicitly state when they're giving a direct attribution to the Governor, delegating responsibilities to the "Local Governments". Article 3: The Regional Government will be located in the State Capital.
