| Capital punishment is currently only legal in some regions. This is unfair, since a mass murderer from Vladimirsk Governorate may flee to the Republic of Kozakia and instead of being executed, as he would have in Vladimirsk Governorate, will be imprisoned for life. Therefore, we propose to introduce a nation-wide policy of capital punishment. Its sentencing will be the different from other punishments: - The triumvirate of judges must all agree on the application of capital punishment, instead of the normal 2 out of 3. - The jury must approve the sentence with a 2/3 majority, instead of the usual 1/2. - The Governing Senate will view this sentence as a mandatory appeal from the sentenced/his/her relatives and will review the sentence. Also, the sentenced has a choice of the form of execution he wishes to receive. The sentenced will also be allowed to commit suicide before the date of the execution, with ways to do so provided by the local government, including a gun (loaded only with one round), a knife, a rope and cyanide, and any other means upon request. |
