Michele Scialoja, Minister of Foreign Affairs:

"Here the treaty that both the national diplomacies of Luthori and Istalia created together after long work in cooperation: http://classic.particracy.net/viewtreaty.php?treatyid=3650
The "Treaty of the Organization of Collective Security and Cooperation" (OOC: Like real-world NATO).
This treaty will create a decisive luthorian-istalian axe into the world which will be used to defend the principle, values and interests of our nation (which shares them with Luthori) all ovwr the world.
After the vote on the treaty, when from luthory they will open the ratifing pocess, probably Istalia will host the South Hemispheric Join Strategic Command while luthori will host the North Hemispheric Join Strategic Command.
I open the debate on it.

Thank you"
