| PREAMBLE The New Society has existed and blossomed in the desolated cities of Hawu Mumenhes and outreached its progress to its outskirts. The works of Petris, the Supreme Pharaoh has shone over our land to promote socialism and the value of self-reliance. To this point, a provisional constitution must be made in the midst of social, economical and political transtition of this beloved state. As such, the Provisional Constitution of September 4214 is made and be followed as the basis of policymaking and as a vanguard document to keep the peace and order in the New Society. THE NATIONAL GOVERNMENT The national government is divided into three branches: The Executive, the Legislative and the Judiciary. The Executive shall be referred as the Supreme Pharaoh, Cabinet of Viziers and the President of the Tricameral Congress. The Legislative shall be referred as the House of the Five Regions, The United Council and the Grand Council. The Judiciary shall be referred as the Supreme Court of Hawu Mumenhes, the State Court of Hawu Mumenhes and the Transnational Court. THE LOCAL (FEDERAL) GOVERNMENT The Federal Government is also divided into three branches: the Legislative, the Executive and the Judiciary. The Executive shall be referred as the State Soviet and the Communal Soviet. The Legislative shall be referred as the House of the Five Regions. The Judiciary shall be referred as the State Court. THE TRICAMERAL CONGRESS The Tricameral Congress is the highest organ of the nation. The three legislatures join together to amend the Legislative Charter. The Tricameral Congress occurs every year in the start of September-October. STATE SOVIETS The State Soviets is the major executive body of different Federative Socialist States. The State Soviets are elected by the people in a four year term. COMMUNAL SOVIETS The Communal Soviets is the major executive body of different State Communes. The Communal Sovietd are also elected by the people in a four year term. AMENDMENTS Amendments can only be made by the Supreme Pharaoh and be voted for by a 2/3rds majority. |
