This act shall liberate the means of production from the central government, restoring such authority to freely elected workers councils, private industries and individuals Whereas previously the state has monopolized all productive resources, commercial services and industries,the state shall forthwith relinquish control of such resources and industries for the benefit of non-state organizations (private industries) and indivduals. Section A Definitions a. The State- refers to any economic activity directed by the National Congress or the Peoples Congress b. Monopoly- any entity that exercises exclusive control over productive means with regard to specific products,including the resources, means and labor needed to produce such products c. Productive Resource- Any material, be it equipment or a raw material factored into the production of a good or the performance of a service ( e.g. Economic activity) d. Commercial Service- Economic activity not related to production e. Industry- Economic activity related to production f. Private Industry- Any recognized and chartered entity performing economic activity on its own behalf (Refer to Economic Reform Act Part One) g. Individual- Refer to Economic Reform Act Part One Section B Regulations for the Sale of Productive Resources Productive Resources deemed non-essential for State directed economic activity may be sold for the benefit of private industries and individuals b1. State directed economic activity must be defined annually based on a majority vote of the National Congress in the form of an Annual Economic Plan b1.2 The Annual Economic Plan may only be amended during a given year upon the approval of a majority of Peoples Congresses b2. It Shall be at the discretion of the local Peoples Congress whether the sale of productive resources shall be beneficial or detrimental to State-directed economic activity Section C State Monopolies may only be established in accordance with the approved Annual Economic Plan c. Once sold Productive Resources may not be confiscated from Private Industries or Individuals even upon amendment to the approved Annual Economic Plan. The State must buy back Productive Resources at a price deemed fair by both the state and the relevant Private Industries or Individuals Section D Regulations for the Contraction of Commercial Services The State may enter into contract with Private Industries and Individuals; Private Industries and Individuals may enter into contract with the state for the commissioning of commercial services. d. All such contracts between the state and private entities must be approved by a majority vote of the respective Peoples Congress Section E The State may enter into contract with Private Industries and Individuals; Private Industries and Individuals may enter into contract with the state for the commissioning Productive Industries e. All such contracts between the state and private entities must be approved by a majority vote of the respective Peoples Congress |
