Preamble
Whereas this house recognizes that personal enjoyment of life, liberty and prosperity is intrinsically tied to the environment in which one lives, we recognize the following ecological rights for all Rutanians.

Article 1. Naming
1.1 This act shall be referenced as the Charter of Ecological Rights.

Article 2. Personal Ecological Rights
2.1 Everyone has the right to live in a safe and healthy environment.
2.1.1 Everyone has the right to breathe clean air, free of particulate and chemical pollution.
2.1.2 Everyone has the right to clean and accessible fresh water.
2.1.3 Everyone has the right to live on and use clean soil and earth, free from spills and contaminants.
2.1.4 Everyone has the right to sustainable and modern energy.
2.1.5 Everyone has the right to enjoy unspoiled natural spaces, parks, and wilderness.
2.1.6 Everyone has the right to a sustainable job in harmony with the environment

Article 3. Community Rights
3.1 Communities are sovereign entities capable of determining their own destinies and course of development.
3.1.1 Communities have the right to know the real impact of development and projects on the natural resources of the area.
3.1.1.1 Citizens have the right to play an active role shaping in local projects.
3.1.2 Local governments possess the right to democratically reject projects which threaten the enjoyment of ecological rights by its citizens.
3.1.2.1 Namely, local governments possess the right to reject projects which, through ecological degradation, threaten their health, ability to earn livelihoods and enjoy the natural environment.
3.1.3 Communities have the right to transition to more sustainable communities without penalty and shall expect support to do so.
3.2 Traditional farming, fishing, hunting and other communities economically and socially tied to their sustainable use of environmental resources have the right to practice their way of life
3.2.1 These communities have the right to sustainable use of their resource.
3.2.2 These communities have the right to protect their resource from outside exploitation and development which threatens their use of the resource.

Article 4. National Rights
4.1 The environment constitutes a shared asset of the Rutanian nation.
4.1.1 The natural spaces, waterways, fauna and flora constitute an integral part of the nation’s shared heritage and patrimony.
4.1.2 The federal government reserves the right to designate natural spaces as of historic ecological importance and may intervene in its development.
4.1.3 Natural resources present in the environment below ground, on the surface, in or below water, in air, and elsewhere belong collectively to all Rutanians; the federal government holds the responsibility to adequate stewardship of these shared resources.
