Preamble:
Whereas private cars present an immense environmental, social and economic burden on Rutania, and the adoption of alternative models of mobility presents a significant opportunity to differentiate and advance our nation, we propose the massive expansion of active and shared transit.

Article 1. Reduction of private vehicles’
1.1 The use of private automobiles shall be banned, except for the exceptions of :
1.1.1 residents of remote and/or rural communities shall be permitted to use private vehicles when necessary;
1.1.2 commercial and industrial freight delivery shall be permitted when necessary by commercial vehicles
1.1.3 residential freight or property may be transported by either commercial or private vehicles.

Article 2. Promotion of Active Transportation
2.1 The federal government shall support the adoption of cycling and walking as a principle mode of transportation.
2.1.1 The federal government shall support local governments in expanding cyclist and pedestrian facilities such as curb extensions, bike lanes, and redesigned intersections.
2.1.2 The federal government shall subsidize the purchase of bicycles, privileging domestically manufactured bikes.
2.1.3 The federal government shall support schools in implementing instruction on cycling, and road and pedestrian safety. The federal government shall additionally support Bike to School programs for students.
2.2 A portion of the federal budget to Infrastructure and Transport shall be consistently allocated to the expansion of active transit infrastructure.

Article 3. Car sharing programs.
3.1 The federal government recognizes that a diverse mix of transportation modes is desirable, and to some vehicle trip are necessary. To this end the federal government shall permit the formation of Car Share Co-ops to bridge this mobility need.
3.2 Car Share Co-ops shall be composed of only electric vehicle fleets.
3.3 Car Share Co-ops shall be owned and managed by its members and employees.
3.4 Car Share Co-ops shall be recognized by local governments and be given support in developing and permitting car stations and infrastructure.
