Exeutive Order 5. Outreach Scolarship Program
In light of the terrible Education Reform of the government I hereby launch the Outreach Scholarship Program and set aside 175,000,000 END from the Head of State's Budget as funding for it. The OSP's purpose is to give material support to those who want to study abroad.
