| Whilst recognising the right of persons to dispose of their money how they wish, we feel that there should be some regulation on gambling within Rutania to protect people from gambling addiction and abuse. We therefore propose that gambling take place within private homes and casinos with special licenses to reduce the risk to the public welfare from gambling addictions and debts. |
