| By virtue of this bill, the Valruzian State Railway (Walruzyjskie Koleje Paลstwowe, WKP) shall be established, which shall be the official state railway operator in the Republic of Valruzia. The State Treasury shall be the owner and controller of 100% of shares of the railway and the right to sell, disclaim or privatize part or the entire railway shall remain within the powers of the Council of Ministers and such decision shall be made at the discretion of the Council and especially the Ministry of Infrastructure and Transport. The WKP shall provide services of rail transport of people and goods. It shall also be the official railway post carrier for the Republic of Valruzia. The Ministry of Infrastructure and Transport in consultation with the railway management shall be the responsible for corporate affairs of the railway, its maintenance, expansion, and modernization. It shall be the exclusive power of the Minister of Infrastructure and Transport to nominate and appoint the director of the WKP. However, the President of the Council of Ministers may at his/her discretion dismiss the appointed individual after consulting such decision with the Minister of Infrastructure and Transport. The Ministry of Infrastructure and Transport and the management of the railway shall at its own discretion decide about the expansion of provided services and its character (establishing new services and regional branches).
