| By virtue of this bill, the "Valruzian Construction Enterprise" (Walruzyjskie Przedsiębiorstwo Budowlane - WPB) shall be established as the body responsible for the realization of the public works within the Republic of Valruzia. The State Treasury shall be the owner and controller of 100% of shares of the enterprise and the right to sell, disclaim or privatize part or the entire enterprise shall remain within the powers of the Council of Ministers and such decision shall be made at the discretion of the Council and especially the Ministry of Infrastructure and Transport and Ministry of Finance. The Ministry of Infrastructure and Transport in consultation with the airline management shall be the responsible for corporate affairs of the enterprise, its maintenance, expansion, and modernization. It shall be the exclusive power of the Minister of Infrastructure and Transport to nominate and appoint the director of the WPB. However, the President of the Council of Ministers may at his/her discretion dismiss the appointed individual after consulting such decision with the Minister of Infrastructure and Transport and the Minister of Finance.
