Following the passing of this bill, the following articles would be enacted / ratified:

1. There 5 state legislatures, one per state: Albiland, Athosia, Lindar Valley, Gevaro, Terrarokka
2. Each state legislature shall have 120 seats, 30 per city boundary.
3. State Legislature's shall be responsible for devolved and local issues such as bin collection etc.
4. To form a majority in a state legislature, one or more parties, through coalition, must have at least 60 seats.
5. All parties have the opportunity to attempt to form a coalition, then the second, then third etc.
6. After each election the head of state will propose a bill in which all parties comment to try and form a majority in each state, as the talks progress the head of state updates the bill description with the information of any coalitions which have been decided and who will lead them.
7. State Legislature Elections will occur regularly, alongside congressional elections.
