This bill sets out and establishes a procedure for dealing with emergencies, to safeguard public safety and to provide an appropriate military, policing or civil authorities response to maintain law and order as well as restore peace.

Article 1. In the case of danger (military conflict, invasion - actual or imminent, general insurrection, disorder, natural disaster) affecting the Imperial Crownlands of Hulstria, the Reichskanzler (head of government) has the right to declare a state of emergency in the whole country or in parts of it to restore peace, law and order.

Article 1.1. Once invoked, only the Reichskanzler (head of government) can end the state of emergency with a proclamation to the Reichstag OR it can be overturned by a simple majority vote of the legislature (OOC: as per game rule 22.1.2).

Article 2. During the state of emergency, the head of government is granted emergency powers to help him/her restore peace to the nation or region as quickly as possible. These include being named Commander-in-Chief of the military, national police chief and head of the border and custom guards and officials - although he/she can delegate responsibility for all, or a section of, these responsibilities to another named individual by proclamation. Other powers may be granted depending on the type and severity of the emergency.

Article 3. There is no restriction on the length of the declared state of emergency.

Article 4. During a state of emergency curfew laws can be issued to help restore peace and for the security of all people in the nation. The head of government will specify the time period of the curfew and what restrictions are necessary.

Article 4.1 In order to further enhance security, different classes of citizens (i.e. A. B or C) may be subject to different curfew restrictions.

Article 5. During a state of emergency it may be necessary to propose temporary laws* that give the police or military the ability to detain any person for any reasons in order to maintain security and restore peace and unlimited search powers over both public and private property.

Article 5.1 Public meetings in areas affected by the state of emergency will not be allowed unless specified by proclamation by the head of government.

Article 5.2 Police and military units shall have unlimited search powers in both public and private locations.

Article 6 - During a state of emergency seditious behaviour or behaviour that exacerbates the situation will not be tolerated. All political parties are reminded of their duty to uphold the constitution and are also reminded of the law in regards to Article 9.2 of the constitution which states: "a political party shall be registered in accordance with the national laws and may be dissolved in cases of inactivity or for violations of national law."

Article 7 - The state of emergency may lead to laws being proposed* that trigger severe press censorship in order to maintain security.

Article 8 - There will be increased border controls and more rigorous passport inspections and security checks at airports, seaports and land border checkpoints.

Article 9 - This bill asks for an amendment to the Constitution. It requires a two-thirds majority of the legislature to vote in favour.
