| The Federal Code will be amended as follows: Clause 1 A new Section 8 will be added: "Section 8 Debt Ceiling Article 16 In the context of this Bill debt will mean the amount of money in END that would be needed as an extra Revenue to cover all Expenses of the state, ie the figure nex to "Surplus" under the National Budget section of Endralon. Article 17 The debt of Endralon can be no more than 1% of the GDP Article 18 The President is liable for the Debt Ceiling, therefor in an Executive Order can order any department to cut spending should the overall debt be more than the Debt Ceiling. |
