Voting deadline: November 4263

Description[?]:

Members of the Reichstag,

We must prepare defences as the Kazulian Army is set to invade We believe this is a setback we can overcome and that once we have blunted the Kazulian assault we will counterattack.

In the meantime we will put in place the following measures.

1 An extension to Operation Human Shield. More class C citizens will be moved to strategic locations along with Kazulian prisoners of war and selected foreign nationals who were still in the country when conflict started and believed to be spies. This will hamper the enemy bombing operations.

2. 100,000 reserves will be sent to the front to bolster Army Groups A and B as they carry out their tactical withdrawal. The other reserves will oversee the digging of defensive groundworks, which will be carried out by Class C citizens as part of their duty to the state.

3. Conscription age will be reduced to 15. This means several thousand more young soldiers can be recruited each year. Their school studies will be suspended until an end to the conflict.

4. All members of opposition parties will play a new role as there is no need for an opposing voice in this house during war time. Therefore all opposition statesmen, councillors etc will be taken to static locations as part of Operation Human Shield or put to work on defensive groundworks as seen fit.

We must all do our duty!

Reichskanzler Heinrich Otto-Mann

Random fact: Cabinet ministers who disagree seriously with the head of government would usually be expected to resign. Parties within the cabinet may attempt to manoeuvre to replace the head of government though, for example by proposing a new cabinet bill or voting for an early election.
