RECOGNIZING the importance of preserving morality and family values in Aloria, DECLARING the supremacy of local governments to decide on issues which are of no concern to the national government, UNDERSTANDING the personal and social issues concerning sex reassignment and transgender identity are best left up to local governments who understand the prevailing attitudes in their localities. |
