Art 1. By virtue of this bill, Special Economic Zones shall be established within the Republic of Valruzia. Art. 2. Special Economic Zone in the legal understanding in the Republic of Valruzia shall be a separated and area of the Republic of Valruzia on which economic entities are allowed to perform an economic activity on special conditions different to those which apply to the business entities operating outside the economic zone. Art. 3. Special Economic Zones are established in order to boost the economic growth of the whole country or a designated part of the country, especially by: - development of the specified fields of economic activity; - development of new technological solutions and their implementation to the national economy; - export expansion; - an increase of competitiveness of goods produced and services; - management of existing economic capital and economic infrastructure; - new workplace creation; Art. 4. The Council of Ministers shall be responsible for the creation of the Special Economic Zones on the territory of the Republic of Valruzia and shall do so with a special regulation act. In such an act, a name, location, area of the Zone shall be enlisted. Council of Ministers shall also set the time period during which special conditions of economic activity should apply. Art. 5. The time during which Special Economic Zone can create special conditions of economic activity for business entities can be: - unlimited (may be ceased by the regulation of the Council of Ministers of Valruzia); - 99 years; - 25 years; - 10 years; - 5 years; Art. 6. Business entities which perform an economic activity in Special Economic Zones are entitled to numerous special conditions which are set in place in order to achieve faster economic growth: - corporate tax relief in the first 5 years of economic activity in the Special Economic Zones (under the condition of withholding from dividend payouts in the first 5 years of economic activity and transfer at least of 50% of profits for expansion of the activity during the first 2,5 years of economic activity); Art. 6 The minimal investment in a Special Economic Zones is 100.000.000 VPO (Valruzian Peso). Art. 7. By virtue of this bill, a total 5 of experimental Special Economic Zones shall be established on the territory of the Republic of Valruzia: - Brzańsko-Leska Specjalna Strefa Ekonomiczna (Brzansk-Lesko Special Economic Zone, BLSSE) - established for a period of 99 years with the possibility of prolongation or termination. - Stołeczna Specjalna Strefa Ekonomiczna (Capital District Special Economic Zone, SSSE) - established for a period of 99 years with the possibility of prolongation or termination. - Roweńska Specjalna Strefa Ekonomiczna (Rowa Special Economic Zone, RSSE) - established for a period of 99 years with the possibility of prolongation or termination. - Trojmieska Specjalna Strefa Ekonomiczna (Tricity Special Economic Zone, TSSE) - established for a period of 99 years with the possibility of prolongation or termination. - Południoworuzyjska Specjalna Strefa Ekonomiczna (South Ruzian Special Economic Zone, PSSE) - established for a period of 99 years with the possibility of prolongation or termination.
