OOC: The Nation is now called the People's Republic Of Kalistan

The People of Kalistan have suffered too long under the iron boot of Bourgeoisie exploitation, driven like cattle by the forces of Capital accumulation and Exchange Value. But no longer. A new era is at hand, an era of development, of progress. Kalistan shall transcend Capitalism and move to the forefront of societal and economical development, surpassing all others. Hence, the People's Vanguard, the Communist Party Of Kalistan, have drawn up this document with the help and oversight of the masses, in order to build a new society, a new state, a new economy, one which does away with exploitation, one which places full control into the hands of the people. This is the society the People of Kalistan deserve, and this is the society that they will recieve.

Chapter One - The Rights Of The People

1. The People's Republic Of Kalistan is a Socialist State, controlled by and operated in the interest of the Working Classes against the Capitalist Class. Hence;

a. All privately controlled Capital is contraband. Anyone found in possession of unauthorised Capital is to be arrested and the Capital returned to the National People's Congress' Vaults.

b. All Capitalist parties and forces are to be suppressed by the state, in order to prevent counter revolutionary activity and a return to Capitalism.

c. All workers are to be given remuneration equal to the value of the work they put in, hence ending the exploitation of man by man. This is to be achieved via labour vouchers.

d. The State is to be organised and controlled by the whole mass of the Working Classes via democracy, consensus and delegation.

2. The People's Republic Of Kalistan guarantees the following Rights to all its citizens;

a. The Right to peacefully assemble.

b. The Right to freedom of thought and expression; unless such expression incites violence against the Working Class.

c. The Right to a fair trial.

d. The Right not to be tortured of mistreated by government forces.

e. The Right to bear arms.

f. The Right for everyone, bar criminals, to participate in politics, as a delegate and as an elector.

g. The Right not to be a chattel slave or a wage slave.

h. The Right to the essentials in life; water, food, shelter and medical treatment.

i. The Right to employment. In the words of Leonid, 'He who does not work, shall not eat'.

Chapter Two - Government Of The People's Republic Of Kalistan

3. The Legislative Body of the People's Republic Of Kalistan is the Union Of People's Congresses (UPC).

4. The UPC consists of two institutions, the Political Union Of People's Congresses (PUPC) and the Economic Union Of People's Congresses (EUPC).

5. The PUPC is made up of the following governing bodies;

a. Communal People's Congresses (CPC) consisting of all members of a community; the maximum number of members being 300.

b. Munincipal People's Congresses (MPC) consisting of delegates elected by the Communal People's Congresses under them, the maximum number of delegates being 300.

c. Regional People's Congresses (RPC) consisting of delegates elected by the Municipal People's Congresses, the maximum number of delegates being 300.

d. The National People's Congress (NPC), consisting of delegates elected by the Regional People's Congresses, varies depending on size of population.

6. The Political Union Of People's Congresses (UPC) determines social and political policy within their specific areas.

7. The EUPC is made up of the following governing bodies;

a. Communal Syndicate Congresses (CSC) consisting of all members of a business; the maximum number of members being 300.

b. Munincipal Syndicate Congresses (MSC) consisting of delegates elected by the Communal Syndicate Congresses under them, the maximum number of delegates being 300.

c. Regional Syndicate Congresses (RSC) consisting of delegates elected by the Municipal Syndicate Congresses, the maximum number of delegates being 300.

d. The National People's Congresses (NPC), consisting of delegates elected by the Regional Syndicate Congresses, varies depending on size of population.

8. The Economic Union Of People's Congresses (EUPC) determines economic policy within their specific areas.

9. The National People's Congress is the Chief Legislative Body of the State and determines overarching economic, social and political policy within the People's Republic Of Kalistan; while micromanagement is carried out by the various Congresses under them.

10. The President Of The People's Republic Of Kalistan is the Head Of State of the People's Republic. The President is also the First Delegate Of The Assembly Of Ministers and the Minister Of The Ministerial Committee Of Defence. The President is elected via universal popular vote from the Delegates within the NPC.

11. The First Delegate Of The National People's Congress is the chair of the NPC and is tasked with maintaining decorum and debate within the chamber. He is elected by the delegates within the NPC.

12. Each Delegate Assembly elects a Delegate to represent them in the Assembly above them in the hierarchy.

13. A Delegate is defined as an elected Representative which;

a. Is mandated to represent their elector's interests in the Congress or Committee which they participate in.

b. Can be recalled at any point through a vote of no confidence and then be replaced by a new Delegate.

c. The Vote Of No Confidence requires an initial backing from a tenth of the Delegate's electorate to begin, with over half the vote required for a recall.

13. The percentage required for a bill to pass or be repealed has to be determined in the wording of the bill in question, and cannot be less than half the electorate.

14. The UPC can call for the creation of Ministerial Committees on specific topics to aid in their decision making. The Ministers are elected to their posts by Ministeral Committees on each level of the hierarchy; Communal, Municipal, Regional and National, except for the Minister Of The Ministerial Committee Of Defence.

15. The Ministerial Committees collectively form the Assembly Of Ministers (AoM) which acts as the Executive and Administrative organ of the state.

16. The Ministerial Committee is the chair of the AoM and is tasked with maintaining decorum and debate within the chamber.

Chapter Three - On Amendments

17. Upon the signing of this Constitution into law a total of two thirds of the vote is required for any amendment to the Constitution to become legally binding.
