Details

Submitted by[?]: Auguri de Curia Inserenus

Status[?]: passed

Votes: This bill is a resolution. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: December 4288

Description[?]:

***

OOC: This is an RP-law that establishes styles and guidelines for how to behave in the August Senate of the Cedar Throne. Senators should begin their addresses with "Senators," (instead of say, "Mrs. Speaker") and address each others as "The Honourable Gentleman/Lady". They can be shown the door if behaving badly and their Senatorial immunity can also be revoked with a grounded case. This law also discourages 'Omnibus' bills and recommends that bills should ideally be given a time of at least 3 months of discussion time (meaning 12 hours irl) before being put to a vote.

***

Senators,

AFFIRMING THAT the August Senate of the Cedar Throne is an ancient and proud institution, that represents the combination of several high civilizations and cultures at the same time.

RECOGNIZING that it must continue to be a place of high culture in the future as well.

WE SOLEMNLY IMPLEMENT the following Organization of the August Senate of the Cedar Throne:

I. All bills should be addressed "Senators," as should all discussions in the Senate.
II. Bills should ideally be given a time of at least 3 months of discussion time before being put to a vote.
III. Bills should ideally revolve around a single topic or at least policy era, we do not wish to see any 'Omnibus' bills that do not distinguish between different policy areas laid forward to the Senate, as they make the policial parties unable to represent the wishes of their voters correctly.
III. Under normal circumstances, Senators have a Senatorical immunity, meaning they must not be prosecuted. However - this immunity may be revoked if there is a grounded case for doing so.
IV. Senators must treat each other with courtesy at all times. A Senator who does not may have his or her Senatorical immunity revoked.
V. If present, the Princely Head of State is addressed "His/Her Serene Highness" or "Dominus/Domina".
VI. If present, the Grand vizier-General is addressed "His/Her Excellency".
VII. Senators address each other as "The Honourable Gentleman/Lady".
VIII. Foul language or unworthy behaviour has no place in the Senate. A Senator engaging in such may be shown the door by his/her colleagues.
IX. A Basic Law may be revised by a two-thirds majority in the August Senate of the Cedar Throne.

Random fact: By default the head of government is the ultimate authority within a national government. In general terms, heads of government are expected to consult with cabinet colleagues (including those from other parties) before making significant decisions but they remain responsible for government action.
