| *** OOC: This RP-law establishes that the Pontesian police and armed forces should be autonomous/privatized. It also guarantees the right to bear arms for all mentally sane Pontesian citizens, as well as the right to form a militia. Finally, it establishes a framework for the Pontesian intelligence service (SION). *** Senators, AFFIRMING THAT Pontesia has always had, and always needed, an autonomous warrior caste, and that this is a proud Jelbic tradition. RECOGNIZING the need for a constitutional protection for its autonomy due the popular but strange ideas in the world today that the military and the policing forces cannot be allowed to compete for delivering the best services at the lowest cost for the taxpayer, but must be completely in the hands of the State. WE SOLEMNLY IMPLEMENT the following Structure of the Armed Forces of the Pontesian Dynastic Commonwealth (AFPDC) and the Studies, Information and Observations Network (SION): I.a. All Citizens of the Pontesian Dynastic Commonwealth have the right to buy, sell and bear arms, unless judged to be unfit for this due mental insanity. I.b. For this reason, all Citizens of the Pontesian Dynastic Commonwealth naturally have the right to organize themselves into militias or found private military companies. II.a. The providers of policing, security, intelligence and military services for the State shall be autonomous and primarily drawn from the Pontesian society in way laid out in I.b. These shall compete for contracts from the state to ensure the best service for the lowest cost for the Pontesian taxpayer. II.b. The Ministry of Interior bears the ultimate responsibility for policing duties, but the Satrapies themselves will mostly be the ones to determine which policing service providers they shall hire. III.a. The Armed Forces of the Pontesian Dynastic Commonwealth (AFPDC) is a loosely-organized body consisting of autonomous professional army, navy and aircraft units, refereed to as Legions, irregular forces such as militias also carrying out policing duties, refereed to as Auxiliaries, and finally mercenaries and private military companies contracted by the Pontesian State. III.b. The Ministry of Defence bears the ultimate responsibility for the AFPDC and may require military service providers to go through trainings programs or provide new machines of war or other utilities. III.c. The Head of State, bearing the title 'Atabeg of the Hawks' (Atabeg Accipitrum) is the supreme Commander-in-Chief for the Armed Forces of the Pontesian Dynastic Commonwealth (AFPDC). VI. The Studies, Information, and Observations Network (SION) is the primary deliverer of Intelligence services for the Pontesian Dynastic Commonwealth and answers to the Commander-in-Chief. It shall be managed as a partly-public corporation and be allowed to operate in secrecy in both the homeland and elsewhere. V. A Basic Law may be revised by a two-thirds majority in the August Senate of the Cedar Throne.
