Description[?]:

The noble institution of serfdom which catered for the poor was wholly abolished in the Metzist years. This was an unfortunate development and has left many poor people without a social safety net. As such, we move to proclaim the monarchy's support for the return of this fine institution and we as H'an, declare it to be legal.

- Security forces are directed to arrest and return any runaway serfs to their landowners.
- Each serf shall have the choice of labouring on the landowner's lands or alternatively paying a tax for the privilege of using the landowner's land
- Serfs shall be tied to the land and ownership of such shall arise out of ownership of the relevant land.
- A serf may purchase his freedom at a sum dictated by his master.
- The landowner is permitted to establish courts on his land to adjudicate on disputes between serfs. The rulings of such a court may be appealed to a local district court in the area.
