This bill enacts the following changes to the nation's legislature:

• The legislature of Kalopia is bicameral, and consists of an upper and a lower house.
• In the lower house, half of all MPs are elected by FPTP in single-member districts; the remainder are elected from party lists to ensure proportionality.
• In the upper house, the 150-member Senate, half (75) of all senators are elected with each lower house election, in a so-called staggered election system.
• Senate elections are conducted as follows:

1) at each Senate election, the 75 seats up for grabs are distributed among all parties that have obtained at least 10.0% of the vote in the lower house election, using the Hare quota (https://en.wikipedia.org/wiki/Hare_quota). Parties below the 10.0% threshold are barred from winning seats.
2) any and all 'remainder seats' produced by the calculation are automatically given to the party that obtained the most votes nationally, as a seat bonus.
