Just because an enterprise calls itself a "Workers Council" does not mean it should get unfair advantages, and money simply given to it by taxpayers.
If workers want to run their own company they shall be treated as any other company. The same rules shall apply.
If they are competitive they will thrive, else they will disband.
It is up to them to prove that their concept is sound. And if so they are, they shall not need special support.
If we support companies that are not competitive, we sabotage also the competitiveness of those would be, and they will be unable to hire.
