Herr Huspresident,

When half the money is not immediately taxed from low- and middle- income earners, there is more scope for enterprise and thrift and more incentive to actually take a work and receive a salary.
It is time to begin reforming the welfare system.

We should be moving on from outdated moral notions belonging to the early industrial society with its peculiar definition of work as employment, and the appurtenant presumption that constant inflexible full employment is possible, efficient or even desirable.
Industrial society is a historical parenthesis. We should move to a restoration of an individuals capacity to provide means for sustaining himself, such as man does have in a pre-industrial, pre-urban environment. In our modern times where technology provides the human species with a productivity thousand times more efficient than in the pre-industrial environment, and most people live in cities, and cannot live off the land, a guaranteed basic income is the way to restore individual freedom, responsibility and basis for participation in a truly free market economy.

We mean this act to be incorporated into the tax system, so that all current welfare programs are abolished, and instead a cash subsistence is guaranteed to all citizens in the form of a negative income tax if their income falls below poverty level.
There will be no "poverty trap" - disincentive to work - for it will always pay to get an income from the labour market. It does not mean that you lose all benefit, and you are not punished for saving money by losing entitlement to benefits.

The guaranteed basic income shall not be above poverty level, and we mean that this program is budget neutral, no raise of the welfare budget shall be needed.

The clause "not supported by another person" I take as redundant, as only minors under 18 can be regarded as ever "supported by another person" and the guarantee regards only adults

If we guarantee a basic subsistence for all adults, we can relieve the local municipalities from their current charges of providing for the poor as they will be empowered to provide sustenance for themselves and where more active and outreaching social work is of need this is always better handled by churches, temperance missionaries and other idealistic institutions of various vocations, than by the cold and anonymous state/municipalities.
