By virtue of this bill, the Constitution of the Republic of Valruzia shall be amended and supplemented by this amendment.

Article 1.

The following amendment establishes the Constitutional Tribunal of the Republic of Valruzia as the supreme constitutional court of the Republic, established to resolve disputes on the constitutionality of the state institutions with the imperative aim to supervise the compliance of statutory law with the Constitution of the Republic of Valruzia.

Article 2.

Constitutional Tribunal of the Republic of Poland adjudges in cases:

a) of compliance of the statutory laws and international agreements and treaties with the Constitution,

b) of compliance of the statutory laws which enactment is the result of the ratification of the international agreement or treaty,

c) laws enacted by the organs of the state administration and the Valruzian Parliament

Article 3.

Constitutional Tribunal adjudges in cases of compliance with the constitution on the political aims and activity of political parties within the Republic of Valruzia.

Article 4.

Supreme Court shall have its headquarters in the Capital City of Nowogard.

Article 5.

It shall be the prerogative of the President of the Republic of Valruzia to nominate an individual for the position of the President of the Constitutional Tribunal. An individual shall be of unblemished character reference and exquisite knowledge of the law. The Sejm of the Republic of Valruzia shall be responsible for the appointment of the First President of the Supreme Court with the majority of votes of the Sejm.

Article 5.a.

If the Sejm rejects the candidate for the President of the Constitutional Tribunal presented by the President, the President may present another candidate for the position or may cede the right onto the Sejm which shall nominate the President of the Constitutional Tribunal.

Article 6.

The Sejm is responsible for the nomination of the 7 Judges to the Constitutional Tribunal. The Sejm nominates and appoints the Judges with a majority of votes. 4 out of the 7 judges are appointed by the Government, 3 out of the 7 judges are nominated by the Opposition by a proportional method.

Article 7.

Terms of the President of the Constitutional Tribunal and Judges to the Constitutional Tribunal last 4 years and are renewable only once.

Article 8.

This is an amendment to the Constitution of the Republic of Valruzia and shall be enacted by the constitutional majority of the Sejm. After the passage of this bill, it will, together with the Constitution of the Republic of Valruzia, form the Constitutional Law Order of the Republic of Valruzia.
