INTRODUCTION In order to ensure regions are responsible for the care of their inhabitants in times of emergency, construction of civil defense infrastructure including disaster shelters and emergency readiness codes and infrastructure shall be devolved to the states. |

Proposed: Local authorities are responsible for building and maintaining shelters.
