Leaving the issue of if to assign funding to homeless shelters and reintegration projects to local governments creates a postcode lottery, where disadvantaged people in one state might not receive any aid whereas those in another state receive a lot, by centralising the issue we are ensuring that all poor people in Baltusia receive the highest standard of help.
