To obtain a citizenship in Rutania, or to become a citizen in Rutania, will require people to:

1.Live in the state for a minimum of 2 years
2.Familiarize themselves with the culture and traditions of Rutania
3.Pass an exam based on the history, culture and lifestyle of Rutania

If none of these terms are met by a person who wishes to live in the state, they shall be deported or exiled to another state.
