His Exalted Highness declares that:

Article 2

The H'an shall be empowered to appoint all governors of Taghe who shall serve at his pleasure as well as implement and enforce his laws.

Article 3

All Taj level courts (lowest level of rural courts) shall apply a uniform code of law developed by the H'an's Mnistrs.Each Taj shall lose his authority to collect taxes or fees of any kind in his chieftainship. In exchange the Khan shall compensate each Taj monthly with a pension.

Article 4

Clan miltias may only be raised at the H'an's request and in his service. No clan may have a militia exceeding 200 men except with the H'an waiver.

Article 5

Beks and Beijes (higher ranked chieftains) shall be expected to attend the H'an at court for at least six months each year. Failure to comply is a punishable criminal act.
