"Mr Speaker,
we think that it could be only fair to offer alongside the private service also a public service and so public post service and public post offices. The citizens will decide which services to use, but the public one could be addressed to low incomes and poor, and not just the post services, but also, and maybe mainly, postal savings systems providing depositors who do not have access to banks a safe and convenient method to save money. But such a services could also evolve, becoming a retail outlet for government bonds and national savings certificates and finally, it could be a relatively cheap way to finance the public debt.
