Description[?]:

Article 1:

A) Be it enacted, with consent of His Imperial Majesty Karel I, and with the approval of the Imperial Diet, that noble titles and lands be bestowed creating a senior aristocrat in each of the five Imperial Crownlands.

B) Be it also enacted that these titles are hereditary and succession shall be by the law of absolute primogeniture (i.e the eldest child of the ruling noble, then the eldest child of eldest child and so forth);

C) Be it also enacted that each senior noble may confer lands and titles within their Crownland - in the name of the Emperor, but must first receive Imperial Consent and approval of the Imperial Diet (i.e a majority of votes cast).

D) Be it noted that In time, the senior noble appointed in each Crownland shall also act as the Crown's representative, replacing the system of Imperial Commissioner's outlined in Article VIII (Sections 4 and 5) of the basic law and carrying out those duties in liaison with the Crownland Diets, or by appointing another to carry out those duties on their behalf. (OOC - A constitutional amendment to this effect will be proposed in the coming months).

E) Once bestowed, these senior titles may only be revoked by the Emperor with the approval of 2/3rds of the Imperial Diet.

F) Description of Senior Noble Titles Bestowed:

***Greater Hulstria***

1) Kingdom of Budenlar
- The associated title shall be reserved for the Emperor - thus Emperor Karel I is also His Majesty the King of Budenlar.

The title covers the Imperial Crownland of Budenlar and the principal seat is in Labsburg.


2) Grand Duchy of Hulstria
- The associated title is bestowed upon the head of the Hulstrian branch of the House of Rothingren-Traugott-Okatori, thus Heinrich Morihito, Theophilus, Hubert von Rothringen-Traugott-Okatori is His Highness the Grand Duke of Hulstria.

The title includes a demesne situated in the Imperial Crownland of Hulstria and its principal seat is in Kien.


3) Grand Duchy of Kuratha
- The associated title shall be bestowed upon the Head of the House of Strauss-Vorm-Hākuānen, thus Ariela von Strauss-Vorm-Hākuānen is Her Highness the Grand Duchess of Kuratha

The title includes a demesne situated in the Imperial Crownland of Kuratha and its principal seat is in Anderinch.

4) Grand Duchy of Hilgar (Hilgaru-chihō)
- The associated title is bestowed upon the Head of the Kurosawa Clan, thus Kurosawa Morihito-no-Miya is His Highness the Grand Duke (Kōshaku) of Hilgar

- The title includes a demesne situated in the Imperial Crownland of Hilgar and its principal seat is in Miyako.


5) Grand Duchy of Mitrania (Mitorania-chihō)
- The associated title is bestowed upon the Head of the House Bailon-Gölsberg-Ōtsuka, thus Karl-Miyako von Bailon-Gölsberg-Ōtsuka is His Highness the Grand Duke (Kōshaku) of Mitrania

- The title includes a demesne situated in the Imperial Crownland and Free State of Mitrania andits principal seat is in Syakusen (Graaffsberg).


G) This is a constitutional amendment and requires a 2/3rds majority of the legislature to pass.
