| This is the fundamental Constitutional Charter if the Barmenian state. It shall serve as the basis of the Barmenian political system. I. Barmenistan is a democratic confederacy. The day-to-day activities of the Prtastats shall be handled by themselves, unless they go against the principles laid put forward in this Constitutional Charter. II. The official creed of the Barmenian state is Felinist Ahmadism, also known as the Nkaía Madhab. In his role as Caliph, the Sultan has the authority to issue fatwas declaring the official teachings of the Madhab. All traditional religions of the Barmenian nation, such as Ahmadism, Felinism, Ruhi, Hosianism, Oseyim, Geraja, Shamanism and others, shall have official recognition and be treated with respect. III. The official language of the Barmenian state is Brmèk Jelbic. All official communication is expected to be held in the official language, and all citizens of the state are expected to be fluent in it. IV. The Barmenian state must never discriminate against any Barmenian citizen on the basis of race of creed. V. Barmenistan is a Constitutional Sultanate and Caliphate. The Sultan appoints his successor from any member of Imperial House Hyeón-Mede. His successor may be of any gender, but must belong to the Ahmadi-Felinist faith, and be between 25 and 55 years of age. A reigning woman shall be refereed to as a Sultana. Her consort shall be refereed to as "Emir-Consort". VI. In his role as Sovereign of Imperial House Hyeón-Mede, the Sultan has a mandate to recognise and disavow members of Imperial House Hyeón-Mede. Those cast out must legally take another clan name. VII. Any direct successor of Azi and Nour Hyéon-Mede, the founders of the Hyéon-Mede branch of House Mede, may be recognised by the Sultan as part of House Hyéon-Mede and be eligible for the throne. VIII. As Sultan, His Sublime Majesty has the right to formally knight Barmenian citizens for outstanding services to their motherland, and award them and their descendants a symbolic fief in any of the Prtastats. IX. Executive power on a confederal level is vested in His Sublime Majesty's Government, appointed on a democratic basis. X. Legislative power on a confederal level is vested in the Barmenian Senate, the Madjlis. No political parties may advocate the any policies that go against the principles laid forward in this Constitutional Charter, such as discrimination on the basis of religion or race, and ethnic or explicitly religious parties may not be formed. The symbols of previous fascist regimes, such as the Genzid Caliphate, are declared illegal, any glorification of the Genzid Caliphate or the Felinist Genocide of 3818-3838 is to be penalised by imprisonment of at least two years. XI. His Sublime Majesty's Government reserves the right to appoint a Constitutional Judge to deal with cases of political parties or other organisations that go against the rules laid forward in Article V. He or she has the right and duty to formally ban and dismantle any such organisations, in cooperation with the juridical and military establishments of the State. |
