| This bill acts as a regulation to the Local Government Amendment proposed by the Baltusian Government in 4413. It will only take effect if such amendment passes the parliament. This bill also requires the 2/3rds of the legislature to pass. The Baltusian Executive is divided based on territorial areas. Baltusia as a Nation is led by the Head of State. Every Province is led by a Governor. Every County is led by a County Council. Every City, Municipality, or Metropolitan Area, is led by a Mayor. Article 1. THE COUNTIES A County is the immediate smaller division of Baltusia after the Province. The Counties are led by their own County Council. Every Province of Baltusia is divided within four Counties. Every county has a capital city. Every Province and County has an official abbreviation stated in the following list between brackets. Albiland Province [AL]: - Sorilave County [SO], Capital: Calierra - Dienir County [DI], Capital: Alboro - Fort Atiba County [FA], Capital: Pachan - National County [NC], Capital: Villita (Provincial Capital, and National Capital) Athosia Province [AT]: - Mount Scarn County [MS], Capital: Las Sirenas - Orosoil County [OR], Capital: Playa de Palma - Cascabuco County [CA], Capital: Puerto del Mundo - Costa de Oro County [CO], Capital: Costa de Oro (Provincial Capital) Gevaro Province [GE]: - Bardona County [BA], Capital: Oxhuitza City - Witerfalls County [WI], Capital: Montablanca - Fortata County [FT], Capital: Bosquemá - Tenart Plains County [TP], Capital: LLanuras (Provincial Capital) Lindar Valley Province [LV]: - Graquista County [GR], Capital: Quchapampa - Araisin County [AR], Capital: Intichanka - Corell County [CR], Capital: Gárnata - Llainero County [LN], Capital: Castella (Provincial Capital) Terrarokka Province [TR]: - Itatala County [IT], Capital: Qusquwanka - Arrocoy County [AC], Capital: Llatja - Vaego County [VA], Capital: Rococielo - Rokka County [RK], Capital: Rokkavilla (Provincial Capital) Article 2. THE COUNTY COUNCIL Every County will be led by a democratically elected Council. This council will have eleven seats in every county. The elections for the county council will be held the same day as the national elections. The County Council's primary function is to oversee the actions of the Governor and act as the executive in the County. The Council must abide by the Provincial decisions made by the Governor and by the National decisions made by the National Government. Article 3. COUNCIL PRESIDENT The Council will elect among them a Council President who will have the duties of organizing the Council Meetings and managing the County Agenda. It's elected with simple majority of the Council. Article 4. A City, or Metropolitan Area, is the territorial division immediately smaller than a County. These are led by the City Council. Article 5. THE CITY COUNCIL The City Council's seats are proportionate to the inhabitants of the cities. There will be 1 seat for 250.000 inhabitants. The minimum number of seats in a council will be of eight seats. The seats will be elected democratically by the voters of each City, Municipality or Metropolitan Area. The City Council's main function is to pass City Ordinances and act as a Municipal Legislator. As it must also oversee the actions of the County Council. The City Council has to elect a president of the same council, amongst its members with the 60% of the council's vote. The City Council President will be called the MAYOR. Article 6. THE MAYOR The Mayor is the president of the City Council and also the Executive of each Municipality. Its main function is to execute the ordinances passed by the Council and to be the Political Representative of the Council and the City. - (OOC: I think it'd be hard to RP elections within a County and a City with the results that Particracy gives us, so I think it could be RPed by ourselves if it's needed). |
