Compelling out citizens to register their race and religion with the state is experienced by many of them as intrusive or even intimidating. This is not, I am sure, what the government intends, but nevertheless, this is the perception.

We see no necessity to compel these registrations and no great benefit in doing so.

Of course, the government can always monitor changing population patterns through voluntary censuses, surveys and the like.
