Article I - Effective immediately no foreign power may possess, own, operate, construct or otherwise run a military base on Dorvish soil;

Article II - During periods of a declared state of war or during periods of extreme severity between enemy nations, Dorvish allies are permitted to receive permission from the Dorvish Armed Forces to operate off existing bases of the Dorvish Armed Forces, however permission is required and not implied;

Article III - This law overrides any treaty or act of international law.
