Regional Authority over Foreigners Act (RAFA) We believe that this bill would satisfy all of the local governments in Rutania. This will please both the more nationalistic states that wish to decrease foreign influence, and the more open-minded cosmopolitan states that wish to treat foreigners equally. |

Current: Foreign nationals may only be employed in circumstances where the government has determined there is a labour shortage.
