Dear Storting, the National Purity Council sees the need for a system which allows quick procession of evidence on crime sites for the purpose of effective identification and trackdown of criminals, especially serial killers. Therefore, a national DNA bank is to be created, where tissue samples of all citizens and foreigners entering the country for significant periods of time will be stored. This will also make search-and-rescue operations effective.
