HONORABLE MEMBERS OF THE ASSEMBLEIA NACIONAL, DEEPLY CONVINCED the environment is common heritage of all Tukarese people and that it is a vital resource to the State; NOTING WITH DEEP CONCERN that environmental protection standards are left each particular region, allowing great discrepancies between regulations, rights, and policies; DESIRING the construction of a more unified, national policy-oriented approach to environmental management, setting forth common goals and standards for preservation and conservation; REAFFIRMING the economic and climatic values of our country’s natural riches, understanding the valuable services they provide trump any immediate extractive profits; THE PST PROPOSES THE FOLLOWING, with considerations: (1) Creation of a Cohesive National Forestry Policy Forests are important pockets of biodiversity and provide several important environmental services to our country, from attenuating extreme climate conditions, increasing rainfall and humidity (thus improving fertility and agricultural yields) to creating favourable conditions for ecotourism. These valuable services benefit not one single region, but the country and the continent as a whole. Since many of these biomes occur independent of regional borders, nationwide provisions and agencies are better suited for protection and management. As an example, the management of the rainforests in Lago Kwantu, Srin Kaly and Boruska feed our large river systems and are essential to our climate’s stability. Therefore, we deem necessary the State takes over the oversight of forest management. With the general aims to prevent deforestation while creating a sustainable forestry industry, the national government must claim ownership of all forest land and regulate private agencies in their logging activities. The local governments shall still be responsible for regional forest management, through their own local agencies, but standards shall be enforced nationally. |
