The revolution and the terrorist actions of counter-revolutionary forces, former landowners and usurers has damaged the link between the town and the city, causing an agricultural problem. Additionally the drafting of the labor forces to the army has resulted in the decrease of the stocks of cattle, grain etc.

I propose the following agricultural reforms to increase the productivity of our collective farms.
