There's no practical reason for local intervention, and much less federal intervention, in the matters of animal domestication. It only restricts the liberties of the individual by putting up yellow-tape and bureaucratic practice for those who want to own an animal. On top of that, the animal itself does no harm. If it does, however, then registration has nothing to do with that; localized incidents can be tracked to owners, and the owner, as such, will pay a fine for disturbing the peace. |
