The government of the confederation, in negotiation with the 7 universities self-managed by the students, establishes that BELIEVING that education guarantees the opportunities and capacity of people RECOGNIZING human rights, universal services and the effective application of these UNDERSTANDING student protests as a means to achieve the ideal of positive freedom and justice DECLARING the self-government of every university of any government or power, whatever it may be. GUARANTEES 2. The government guarantees the self-government of public and private universities. 3. The freedom of teaching is guaranteed by this Act. |
