Description[?]:

We need to change the law regarding the military to maximaize its capacity. I believe that this bill will ensure just that. Biological weapons are one of the most effective way of scaring enemies away and nations would respect us more. The idea that we cannot use biological weapons unless the enemy uses it first makes as much sense as waiting to shoot a murderer until the murderer have already shoot. And by the time you have fired the shot you are as good as dead. Accepting homosexuality only brings attention away from what the military is supposed to do. My last proposal will ensure we always have a strong defense so foreign countries wont even get the idea to attack us.
