In relation to Article 1, the Imperial Council (https://particracy.wikia.com/wiki/State_Council_(Trigunia)) is authorized to handle all matters of nobility and the patents of nobility and authorizes the current pretender to the throne of the Tsar and Great Prince to issue new nobility as he or she sees fit. The civilian government of the Trigunian Federation is not authorized to grant patents of nobility or any form of nobility. |
