Civil defence is an important matter, which oughnten't be left to local governments. National defence isn't left at the local level, so why should such an important element of any defence plan be left at that level? For this reason, the government should restore the authroity over civil defence to the federal level and provide the local prefectures with the supplies to be substantially prepared for anything. Further, this way the tax payers can rest well at night knowing that they don't have to worry that their local officials are up to the task. |
