These proposals are based on our firm belief that the more local one's government, the greater the cleansing influence of participatory democracy. |

Old value:: Smoking is legal outdoors and in private homes and clubs, but illegal indoors in places of employment, with the exception of places that primarily serve liquor.
Current: Smoking is legal outdoors and in private homes and clubs, but illegal indoors in all places of employment.
Proposed: Smoking regulations are to be determined by local governments.
